Another idea came from that Libertarian Nation journal too. Imagine that people were divided into groups of 12, probably divided by women and men separately. They were each responsible for everyone else in their group, if one committed a crime they could all be fined or punished.
You were supposed to keep each other in line.
In a SF story this could be done with a pain-inducing chip or just one that monitors whether you all feel guilt or something and informs the punishers if you all show signs of guilt over an action.
