At the end of WW2 a politically connected propagandist named Rex Stout convinced the government to punish Germans further by confiscating all of its factories (physically remove them) as well as it's intellectual property. Stout was an extreme anti-German partisan who wasn't happy just de-nazifying Germany. en.wikipedia.org/wiki/Rex_StoutHe founded and ran the Writers War Board, a "private" propaganda effort funded by the FDR government. A family could pay CARE $10 to deliver a box of food to someone they knew in Europe even if they didn't know where they were, just a 4 year old address would do. Maybe about a CARE team whose job is to find one of these people to deliver the box of food? I never seem to finish a story but I have a lot of good ideas. That is a very interesting story.
Rex Stout's idea would have caused history to repeat itself. Germany was punished in a similar manner after the end of WWI, not being allowed to have much of an army. The National Socialists came to power by using it as a 'victim card.'

That really did happen to Germany after WW2, but several years later they/we changed our minds about it. One reason was Soviet communism, would Germans rather be capitalists on $1,000 or communist on $1,500? If we wanted to keep commies from taking over West Germany we had to allow them to develop, plus Europe wasn't doing well without its economic engine.
