That guy is a National Socialist in the literal sense! It does not surprise me though.
In Vigilance, Miya and Thomas talk about the Commune's eugenics. A brief conversation about how the Commune outlaws sex and relationships leads to Miya confirming the horror stories Thomas heard about how civilian babies are born from surrogate "mothers" through artificial insemination from genetic material chosen from the most fit genetic stock and then taken by away to be raised in state orphanages and how the clone soldiers are born in-vitro from common genetic stock.
