I was just watching Glenn Back, and he talked about a biotech firm called Epicyte that made a type of corn that acted as a contraceptive when doing a sequence about John Holdren. If it is in the right concentration it might. Different people will have different reactions. Some (particularly the very young or old) might die from substances like this while a few might be totally immune to the effects. The side effects could used to demonstrate just how evil the villains are as well.
The substance will have to have a molecular structure small enough to pass through activated carbon filters (what both public water supplies and home filters use to filter out bad substances), though I am not very knowledgeable on chemistry so I cannot help much there.
In fact, maybe Debra could discover she is immune when she finds out she is pregnant with another child later in the story, if you have plans to make her that way.

Reminds me of Larry Niven's The Patchwork Girl. China of course does that in real life.

Chapter 3 is over 2000 words and 4 pages now. Its going to be about twice that when it is finished I think. I am also working on VISION and SHADOW PEOPLE (working title).
